Un ostensible desconocimiento de la jurisprudencia de la Sala Plena sobre las reglas de vinculación en ausencia de un proceso penal y, 2º.
Dejar de analizar asuntos de relevancia constitucional que tienen efectos trascendentales para el sentido de la decisión, para el caso concreto, el principio de la buena fe.
